I have found many examples of this issue being reported by other organisations in other online forums describing a similar issue. The reason that GPO has a “denied” is valid.

It is not targeting that user, and they do not have permissions other than “authenticated Users” read only on the GPO policy. Did you have any other suggestions? Are you able to escalate this to the right Team in Microsoft? Are you able to provide any further help? Can anyone assist with this? GPO for drive maps works without issue on Windows 7 machines. This could have reasons like lan not fully connected, or WiFi, while the logon is happening.
