Welcome to the crowd. This is a problem that occurred about a year and a half ago. It is caused by Microsoft mixing W10 policies into the W7 program. I have an old P4 machine that will connect under that condition.

If you have a USB with an old copy of the program on it, you can still update the definitions by using the Mssstool in the normal manner. Because this does not replace the program itself, the USB will function normally.
